Why I am proud to live in North Austin
When Central Health (Travis County Health District) bought land in North Austin last year, North Austin never once said “Not in my backyard.” Instead, we started asking a lot of questions, like:
->What will happen to those at the clinic being closed?
->Will there be adequate bus service to the new facility being built?
->Is Travis County aware that the population they are serving with this clinic is located 7 to 10 miles away from the proposed clinic?
->Why is the District not hosting meetings for the community that is losing their clinic?
You see North Austin wants what is best for our community, but we also have a motto that you don’t hear in the rest of the City: “No neighborhood left behind.”
If we build a great community on our side I-35, and don’t make sure Central Health takes care of the community it’s servicing over at Cameron, then really, we have allowed Central Health, which is using our tax dollars, to leave another community behind. Is that really acceptable? We don’t think so.
Thanks to North Austin asking these questions, Central Health has improved the way that it handles its relationships with the both those that it provides services for and how it now approaches neighborhoods and communities when building/relocating clients. They also ended up evaluating their facilities, and making some necessary changes to ensure they were better serving those who depend on their clinics.
Now we are being asked to consider having Mobile Loaves & Fishes being homeless services into North Austin. And once again, North Austin is NOT opposed to the idea – we just want our questions answered. You see, one of the biggest social problems in Austin, and one that nobody seems to want to talk about, is that the homeless services are centralized. Why are the homeless, who have the biggest transportation issues, not being serviced better? Shouldn’t homeless services be available throughout the City?
So on October 20th at the NACN meeting, we will be discussing Mobile Loaves & Fishes program and asking a very important question:
Does North Austin wants to support a RV park for the homeless?
We currently meet on the 3rd Weds of the month at Capital Lodge #23, 6809 Guadalupe (one block north of Airport Blvd). The meeting will start at 7pm, and if you have questions or opinions on this subject, please come!
Here is some quick information:
Austin City Council is trying to help local non-profit, Mobile Loaves and Fishes, find a location for a homeless RV park. The proposed RV park location was near 6300 Harold Court in East Austin & just south of the 183/MLK intersection. The RV park never came into being due to fierce opposition from nearby neighbors.
Now the city is reviewing other city property that could be feasible place to house the homeless RV park and after looking over several locations, it’s down to two spots. A 23-acre plot near the intersection of Braker Lane and Burnet Road, or on land located at FM 973 at Platt Lane in East Austin. In looking at these locations the city is trying to narrow them down by different criteria: transit, utility connections and proximate to healthcare and schools. The next step for the city would be assessing the feasibility of the project. That includes public works and health and human services.

Why is this service important to the homeless? Here is a quick synopsis why:
Housing First Model of Supportive Housing Helps
Chronically Homeless
The 2010 U.S. Federal Strategic Plan to Prevent and End Homelessness has a clear message for communities that are working to end chronic homelessness: house the homeless first, build relationships with them, and provide case management and supportive services in or to the houses, apartments, or trailers in which they reside. Research has shown that rapid re-housing strategies are working for single homeless adults, reducing their stay in shelters and supporting them to stabilize in housing, connect to care and employment.
In Austin the Ending Community Homelessness Coalition (www.caction.org, click on “Issue Area Groups”) has been working to locate funds and sites for permanent supportive housing for the chronically homeless. There is strong support for this kind of housing among some Austin city council members. A local nonprofit, Mobile Loaves and Fishes (www.mlf.org , click on “Our Work”), under the leadership of founder Alan Graham, is working to provide permanent supportive housing through its Community First Habitat on Wheels (HOW) project and through a proposed trailer park in which these trailers would be situated. Access to mental health agencies, job training agencies, and other supportive services would be located in the trailer park.

While we are discussing this at the October meeting, we will also be talking about the City’s stance on the Texas state law for solicitation by pedestrians. As most of you know, we continue to see far, far too many homeless people in our area involved in pedestrian/traffic fatalities – generally on Lamar. We had two more homeless people killed at Palmer and Lamar a few months ago, and since the City and the media does not seem to be interested in focusing on preventing these deaths, our community really needs to figure out if there is a way we can step in and get the City to focus on this issue.
Part of the problem seems to stem for a lack of enforcement of Texas state law:
§ 552.007. SOLICITATION BY PEDESTRIANS. (a) A person may not stand in a roadway to solicit a ride, contribution, employment, or business from an occupant of a vehicle, except that a person may stand in a roadway to solicit a charitable contribution if authorized to do so by the local authority having jurisdiction over the roadway.
Texas came back in 2005 and cleared up the term ‘roadway’ as follows: (g) For purposes of a solicitation under Subsection (a), a roadway is defined to include the roadbed, shoulder, median, curbs, safety zones, sidewalks, and utility easements located adjacent to or near the roadway.

Council approves FY 2011 property tax rate
The Austin City Council today, Sept. 29, approved a property tax rate of 45.71 cents per $100 property evaluation for Fiscal 2011.
The median household, valued at $184,484, will see an increase in its property taxes of $52 a year or $4.37 a month.
The adoption of the FY 2011 property tax rate was the final step in completing the FY 2011 budget which was adopted Sept. 13. The $2.8 billion dollar budget will take effect Oct. 1.

Oct. 4 is last day to register to vote for municipal, general elections
The last day for submitting voter registration applications to be eligible to vote in the Nov. 2 City of Austin general and municipal elections is Monday, October 4, 2010. Early voting will occur Oct. 18-29.
To be eligible to register in Texas, you must:
* Be a U.S. citizen.
* Be a resident of the county in which you register.
* Be 18 years old on election day (you may register at 17 years and 10 months).
* Not be a convicted felon (unless a person’s sentence is completed, including any robation or parole).
* Not have been declared mentally incapacitated by a court of law.

AISD Adds Two Additional Community Dialogue Sessions on Development of Facilities Master Plan
The two additional Community Dialogue sessions for the Facilities Master Plan are both scheduled for:
Tuesday, October 5, 6-8 p.m
Reagan High School and at Akins High School
The seventh and eighth Community Dialogue sessions, both on October 5, were added, especially, to provide additional opportunity for public input for elementary and middle school campuses that track to multiple high schools. As with the six other previously-scheduled sessions, parents and community members are encouraged to attend whichever meeting is most-convenient for them.
At each Community Dialogue session, the public will be asked to give feedback on the various draft options that have been developed by the District’s Facility Master Plan Task Force
For anyone not able to attend any of the Community Dialogues, the questionnaire that participants will be asked to complete will be available on the District’s Facility Master Plan Website for two weeks following the sessions.

Capital Metro Board adopts budget
On Friday, September 24, the Capital Metro board of directors adopted a $168.2 million operating budget and a $44.6 million capital budget for fiscal year 2011, which begins October 1. The budget incorporates a number of recommendations made by the Texas Sunset Advisory Commission following a review earlier this year.
Highlights of the budget include:
* Maintains level of bus service
* Improves and increases rail service
o Adds midday service between Lakeline and Downtown
o Adds three days of special event/weekend service on dates to be determined
o Adds four nights of Friday night service on dates to be determined
o Adjusts trips to serve all stations during the peak hours, to provide a new trip for folks wanting to arrive downtown later in the morning but by 9:30, and to provide more consistent trips.
* Incorporates changes to the MetroAccess paratransit system to more consistently and efficiently administer the program (as recommended by the Sunset Commission.)
* Increases reserves. The FY2011 budget projects the addition of $3 million to the agency’s reserves to meet the Sunset Commission recommendation of building at least two months of operating reserves.
* Continues bus stop accessibility improvements
* Authorizes staff to initiate the public process to increase fares (some of which are recommended by Sunset). Capital Metro will undertake a public process to solicit public feedback and the Capital Metro Board will take subsequent action on any proposed fare increases.

ACL Music Festival’s Impact on Parks
2010 marks the fifth year that the Austin Parks Foundation has benefited from ticket sales to the Austin City Limits Music Festival. Since 2006, we have received $2.34 M targeted towards park improvement projects. Among the projects completed or underway are:
* $400,000 for improvements to Republic Square, including tree care and planting, berm removal, irrigation and grass installation and design and construction of the 4,100 square-foot deck.
* $100,000 for tree care, tree planting and irrigation system installation and maintenance in and around Barton Springs Pool. (To date, we have spent $26,000 for irrigation system installation and the planting of 78 trees. The larger part of the funds will be used this winter and spring.)
* $16,000 for tree work, irrigation system installation, mulch, plants, benches and trash cans for Brush Square in downtown Austin.
In addition, we have funded 84 projects awarded to volunteer community groups that have adopted parks and work with us to maintain and improve their neighborhood parks.

APD puts out alert for
Home Burglaries in Northwest Hills Neighborhood
Over the last several months, a Northwest Hills neighborhood has been victimized by a suspect or suspects that have been entering homes at night. Most of these burglaries have taken place between 9 p.m. and 4 a.m. All of the burglaries have involved the suspects entering through unlocked doors. In order to capture these criminals both law enforcement and residents are going to have to be extra vigilant. Our patrol shifts have been briefed on the nature of the crimes, the times of occurrences and the locations where they have taken place. All Officers have been directed to document ALL suspicious person calls and direct those reports to the bureau detectives.
Although we like to think we are safe once inside our own homes, the reality is that we must still be vigilant and make sure our homes are secure from outsiders. Below are a few tips to help make our homes more secure from these predators.
* Lock all doors and windows. Make it a nightly routine to check each and every door
* Look out for your neighbors if you’re up and about late at night and if you’re home during the day.
* Install outside lighting. Motion sensing lights at night add an unknown that many burglaries would rather not deal with.
* If you have an alarm, use it.
* Report any suspicious behavior to police immediately.
* Request a security survey of your house from your APD district representative.

Komen Austin Race for the Cure

Join the Travis County Pct. 2 Constable’s office in particpating in the Komen Austin Race for the Cure® to raise funds to support the Austin Affiliate of Susan G. Komen for the Cure in its efforts to end breast cancer forever.
Volunteers needed
The VICTORY Tutorial Program is a partnership between AISD and the City of Austin. We match volunteer tutors with students for one hour a week tutoring in a particular subject. The student/tutor pairs meet the same time and same day every week for the entire semester.
The pairs meet at the Walnut Creek Library to conduct their tutoring. Tutors in all subjects are welcomed and no previous tutoring experience is required.
The minimum time commitment is one hour a week although tutors who wish to volunteer more would be matched with two or three students (depending on the number of weekly hours they will be volunteering). Since we are a community-based program, we are interested in maintaining a strong connection with community members which is why we would like to involve neighborhood organizations, churches, and other groups in the area.

New Charter School
Our campus is called iSchool High and we are part of a larger charter school network across the state called Responsive Education Solutions. Our newest campus is a small and creative environment that will have an emphasis on media arts and civics education and serve grades 9 -12.
Our mode of instruction will be a blend of direct instruction, independent learning, online education, and most importantly, project-based learning. Students will have a variety of options to suit their learning style and help them succeed at the high school level and prepare them for college.
As a new campus, we will strive to prepare students for college readiness and will utilize the dual enrollment program with Austin Community College. From South Lamar, turn west on Barton Skyway.
Just past the two stop signs, Barton Skyway T’s into Barton Hills Dr
Turn left onto Barton Hills and St Marks’ Episcopal Church will be on the right
The church parking lot will be reserved for CLASP participants.
If you attempt to arrive some other route, you will encounter congestion and parking problems – but following these directions will get you there just fine. We recommend NOT traveling through Zilker Park from Mopac to get to Lamar. It’s better to come up Lamar from the 360/Ben White intersection. From Lamar, Barton Skyway is on your left, to the west. You will see a 7-11 and Valero gas station by this intersection.

Constable Adan Ballesteros to Receive the Presidents Award for Volunteer Service
Constable Adan Ballesteros, Travis County Constable Precinct 2 received two awards Friday, September 3, at the AFL-CIO Annual Labor Day Fish Fry and it was presented by Congressman Lloyd Doggett.
The awards are the Presidents Volunteer Service Award for 2009 (Silver, 250 to 499 hours) and 2010 (Gold, over 500 hours and the year is not over!). The award is part of the Presidents Council on Service and Civic Participation in recognition for making a difference through volunteering. Constable Ballesteros hours are for service to the Boy Scouts, Sea Scouts, Explorers, Rotary Club and Knights of Columbus.
The President’s Volunteer Service Award is issued by Points of Light Institute and the Corporation for National and Community Service on behalf of the President of the United States to recognize the best in American spirit, and to encourage all Americans to improve their communities through volunteer service, and civic participation. The Award is given to individuals, families, and groups that have demonstrated outstanding volunteer service and civic participation over the course of a 12-month period.
