Officers PRESENT:Jared Noble and Randy Teich, Co-Presidents; Jennifer Smith-Gonnabathula Vice-President, Brian LaCour,Treasurer; Missy Haworth, Secretary, Matt Myers, Past President and attendees listed on the sign in sheet.

TREASURER’S REPORT – Brian LaCour

A report of funds and expenses is attached. Membership is 62 (compared to 67 in 2022). Funds are available for expenses related to the flyers planned for April.

HEALTH AND SAFETY Committee – Jennifer S-G and attendees reported

  1. RUSSELL ARTMAN Property – Jennifer, VP reported that she learned during her meeting with our D4 Council staffers that the plan for the apartments at 8803 Redfield is foreclosure. (the property will now be referred to by address since the owner will no longer be  Russell Artman)   Meeting attendees discussed prior experiences with properties funded by government programs – there will likely be a multi-step dismantling process. Crime on the property has seemed to decrease. Affirming that was the Executive Director of The Settlement Home. 6 months ago, they hired private security due to trespassing and interference with their residents. In the past few weeks, their poverty has been free of interference.
  2. SAFETY SUMMIT – Caro , NACA Member – A Safety Summit is being planned for June to bring together City staff and residents to increase safety and health in NACA
  3. FAIRFIELD street bridge – Caro, NACA member reported that fires and disruption of the watershed continues. 
  4. RUTLAND DRIVE and Park Village Drive – Betty, HOA member and Emily, NACA Secretary reported that Officer Espinoza has secured blanket CTN’s (Criminal Trespass Notices) for all properties on the North West corner of Rutland and Lamar, almost all the way to Mearns Meadow, which includes the creek and a large apartment complex named Copper Mill. Recent fires and dumping there have prompted KVUE news story and subsequent trash removal and clearing of persons and tents from that area.
  5. GENERAL HEALTH AND SAFETY CONCERNS – Jared, President invited attendees to share other concerns
  1. Trash escaping from dumpsters at multifamily units, illegal dumping -Alison Sharf of Beautification Cmte, Matt Myers, NACA member and Jennifer S-G, VP
  2. Code enforcement-Jennifer S-G and John Green. Enforcement seems uncoordinated and may be addressed as Safety Summit in June, if not sooner through advocacy of NACA
  3. Lighting insufficient-Mark Grayson, NACA Newsletter offered to track down a UT study, and might be a focus of neighborhood plan update
  4. Graffiti and broken windows, parties in poor repair.
  5. Briardale traffic calming has worked at the South end, but speeding persists along residential streets-Alison Sharf, Beautification Committee
  6. Quail Creek Park (renovation expected Spring 2023) remains unfinished due to failure of first contractor. Viaducts and watershed controls have not been completed. This may be a flood danger for residents of Creek’s Edge Apartments and The Park at Quail Creek-Betty, The Park at Quail Creek HOA

MEMBERSHIP DRIVE FLYER – Jared, President

Design was approved unanimously. Randy, Matt and Caro pledged assistance to secure paper, pre-printed envelopes, bags and other supplies, while Jared finalizes the printing.

MEMBERSHIP RECRUITMENT – John Green

20 Block Captains and walkers of all ages have signed up, there are enough bundles for 25 more volunteers (45 total). Assembly is planned for April 1st at the YMCA for 2-4 hours. Block captains will receive bundles and can begin distribution at any time, however the organized Block Walk is planned for April 29th (or rain date May 6th)

ANNOUNCEMENTS

TRASH CLEAN UP – April 15th on “Keep Austin Beautiful Day” from 9-11am. Pick up supplies at the Taco More on Rundberg/Parkfield and plan to stay for tacos after the clean up!

Participants will be entered in a raffle off AUSTIN FC Tickets, provided by Matt Meyers! Alison Sharf requests that everyone pre-register at Keep Austin Beautiful for safety and data collection purposes. She will send all NACA members a link via email for quick and easy registration.

ALCOHOL License – Resident, Sylvia Lopez reports that the City granted the license to the celebration rental space at Parkfield/Rutland. She explains that this allows the renter to control alcohol use, have TABC trained staff present; both should increase safety.  

AISD – Bond-funded improvements are underway. Especially to fund safer entries at Navarro High School, and overall improvements at Burnet MS, Woodridge Elementary and Cook Elementary – Mark Grayson, Newsletter

ELECTION DAYS -Early voting begins April 24th, Last day to vote in person May 2nd – Zandra G, The Park at Quail Creek HOA and NACA member.

Minutes of the January and February NACA meetings were accepted unanimously and will be posted on the NACA website.
